Tenant-scoped tRPC mutation sdmPegawai.hapus. Requires a verified session cookie or an OAuth Bearer token; OAuth callers additionally need the simrs:write scope. Mutations are RBAC-gated server-side (requireRoles) — a broad scope never widens the user's roles.
